A consideration, that has not yet been mentioned, is maintaining the "integrity" of Dewey. Apparently the hotel was using "Dewey-like" numbers but not Dewey.
One important characteristic of the major cataloging systems is that one can find the same book or the same subject under the same numbers no matter what physical building one is in. Yes, there are inconsistencies that have developed over time but, this browsing portability is an important feature of user access. So, this is not just a case of big OCLC picking on a little hotel, but an information retrieval consistency issue that could have serious ramifications for future patron service.
