Library of Congress headings have become pretty much the standard in the
Anglo/American library world, so if you are using records from other
institutions the headings will probably be LCSH.   One can go into as much
or as little depth as suits the collection.  If your system allows you to
create local authority records and cross references you might want to
create your own headings for uniquely South African topics.

It is usually not the thesaurus but the cataloger who is responsible for
bibliographic overkill,
