We have (simplifying away some typeclass details):
 
    sum . elems :: IntMap a -> a

and:

    intersectionWith (*) :: IntMap a -> IntMap a -> IntMap a

but:

    ((sum . elems) .) :: (IntMap a -> IntMap a) -> IntMap a -> a

so you need something like: 

    sum . elems . uncurry (intersectionWith (*)) $ (queryVector, 
rationalProjection)
