I've no idea where that's come from because Emacs (at least GNU Emacs)
certainly doesn't do that by default. By default it uses tab stops at 8
characters, the same as every other unix tool.

Of course it's easy to change to any value you like, or you can be more
specific and set it individually for certain modes, buffers, or
indentation styles.
