I suspect this is a leftover of when HCat included Hive's code, since Hive 
explicitly includes some JSON jars.  Based on a quick but not complete perusal 
I couldn't find any jars that HCat downloads that use the JSON license.  All of 
the code in HCat itself is covered by the Apache license.  The licenses in 
LICENSE.txt cover jars that are required to build or run HCat.
