I looked into the checkstyle on windows issue a little. This seems related to
how windows/unix treat newlines differently. Git has a feature for [dealing
with line endings|https://help.github.com/articles/dealing-with-line-endings]
that allegedly works well, but I'm not sure about svn.
Instead of silently not running that target, what do you think about having a
-Dnocheckstlye property instead so users are not surprised (we can document
this in the checkstyle target description, so it shows up in "ant -p" output).
