Currently the HBase storage handler build uses include/exclude files to specify
which tests should be run. The ability to blacklist tests is not currently
used, but could be useful if a test legitimately needs disabled for some time.
As the include/exclude files show up in the releaseaudit report as missing
Apache headers we should stop using these files, and use the junit {{@Ignore}}
annotation if we need to disable a test.
