Tim and Greg's suggestions are good ones (using Amazon S3 or Aspera via Windows). I believe the Aspera plugin for Linux is still the older NPAPI style plugin, which Chrome no longer supports. The Windows plugin is a PPAPI style plugin which is supported. You might have some success with Firefox, which will still run NPAPI plugins, however it's crashing on my vm when it tries to download. I usually do my downloads on Windows as well.
When I navigate to the Aspera download site http://downloads.asperasoft.com/connect2/ via Chrome in Ubuntu, I'm told Aspera Connect is not supported by my version of Chrome. Firefox, on my vm, says Aspera is installed, and ConnectomeDB also shows it as installed, but it is crashing on download.
