Dhruba, can you describe _how_ fileid helps with pluggable block placement. 
Many use cases are mentioned here but I can't find description of how.

'distcp -update' is not expected to be fool-proof (just like rsync). Even with 
fileid, should distcp store fileids in previous update (or source and 
destination files are expected to have same fileid?)?
