The idea of choosing a random EC policy for each unit test comes from HDFS-7866
and HDFS-9962. I basically agree this idea because testing all EC policies for
all EC unit tests is too much.

I will add more logs and comments that we can debug it more easily. If we find
a bug, I think it would be better to create another unit test which is
particular for the bug.
