RouterConfigKeys.java there, the test will fail. But adding
RouterConfigKeys.java there would make hadoop-hdfs depends on hadoop-hdfs-rbf,
and it will generate cyclic reference between hadoop-hdfs and hadoop-hdfs-rbf
modules.
