I think overall it makes sense to have the resolver pluggable so other 
implementations can be added in future.

A couple of comments on the patch v1:
1. Is it possible that we can implement the resolving logic inside 
{{getProxyAddresses}}? this can then be reused by other classes that inherit 
{{AbstractNNFailoverProxyProvider}}, such as {{ObserverReadProxyProvider}}.
2. Can the config be a class name, just like 
{{dfs.client.failover.proxy.provider}}? otherwise in order to add a new 
implementation, people have to change HDFS code as well (as opposed to just 
load the provided class).
