I don't object or say remove the support for having ZKFC running on ONN. Its 
there, I am just saying for a normal deployment, Just the "Apache Hadoop" where 
an Observer can not participate in ZKFC and there isn't any external help 
there, he doesn't need to have to get ZKFC running for the most of the time and 
let a burden of a process running.
if someone has the scripts or alarms as you suggest, he may turn the ZKFC on, 
thats why we have supported the featggure in. My point is in a basic 
deployment(Where not all people have the scripts transitioning ONN to standby 
dynamically), they don't need to turn the ZKFC on as a compulsion as they would 
do in a basic HA setup. 
We are just giving a suggestion that ONN will not participate in automatic 
failover so, you may not need to turn it up in general. If someone has a 
usecase as yours he is free to do that, Suggestions are in genreal not for 
specific cases. Even we don't keep on switching from ONN to SNN in any such way.
