By dynamic transition [~csun] meant through scripts. You can tweak the line a
bit to bring out the intent that, if the user has a use case, which requires
transitioning observer to standby back and forth, then he can keep the ZKFC
running, it won't do anything when the NN is in Observer state but not harm and
work as normal once the NN transitions to Standby state.
Telling Active to Standby doesn't make much sense here in Observer context,
ZKFC is supposed to do that.
