bq. A small comment on the patch - how about "DiskBlockLocation" instead of 
"HdfsBlockLocation" (and similarly for the method name) since other FileSystem 
implementations could implement this too.

Given it's an experimental API which we might want to change a few times until 
we get it right, I'd rather keep the scope to DistributedFileSystem at this 
point, rather than trying to add a generic API. If people come up with a way to 
generalize it to other file systems, let's add that as a future enhancement. 
Does that sound reasonable?
