This is a problem for all releases starting from 0.21. The problem is 
applicable to only the following installs, that used hflush semantics in 0.20.x 
based releases.
# 0.20.203 or later releases with append turned on (includes 1.0.x releases)
# 0.20.2 + append branch releases with append turned on

Installations without append turned on is not affected since blocks being 
written is not used.
