Attached simple patch hooks up format() through to the non-file-based 
JournalManager implementations.

I will do the actual QJM implementation in a separate patch, so that it's clear 
which are the generic changes vs the QJM-specific ones. This patch is 
unit-tested by a modification of TestGenericJournalConf.
