Does it work if you install Emacs outside the "C:\Program Files (x86)" directory? E.g., C:\emacs, or maybe even D:\emacs (the latter avoids the system drive, which is being watched by default by Windows). If moving the Emacs installation out of "C:\Program Files (x86)" doesn't help, perhaps you as the user don't have the necessary privileges to change file associations? > I have tried emacs.exe as well with the same results.
