Bittorrent helps make downloaders support the download by doing some of the uploading themselves. Is that what you want?
You cannot shift raw storage costs anywhere so easily. Who are the other users who might wish to pay for it? There are various tools like Tahoe LAFS that might let you make better usage of existing resources, like by avoiding duplication. Also, there is a whitepaper called filecoin that proposes to pay for storage with specualtion on a crypto-currency, but this sounds unlikely to produce reliable storage. Jeff
