because that was written in the manual:

22.7.1 The Issue Tracker

Bug reports and patch submissions are currently tracked using the
Debbugs instance at https://bugs.gnu.org. Bug reports are filed
against the guix “package” (in Debbugs parlance), by sending email to
[email protected], while patch submissions are filed against the
guix-patches package by sending email to [email protected] (see
Submitting Patches).

May be I mixed something up

You may be looking at an older version of the manual, the current one[1] mentions Codeberg. It also says you can send patches to guix-patches, but I’d recommend that you open a PR on Codeberg instead.
