Then you are probably reading it bad. You can _not_ read a Reference Manual paragraph by paragraph. Instead, you need to read it section by section, even if not understanding everything, to get the whole concept of what's being explained. After getting that point, read it _entire_ again to get the grossy details. Then, read it _complete_ again to get the fine details. If you are still interested, or if you are making an implementation, read _then_ it all again to get the subtle details that may be hidden in any pragraph. But do not try to get all the concepts and details in a first reading, or in any paragraph by paragraph or non-comprehensive reading, since you will fail once and twice and always. I've had myself problems with the make documentation, but reading comprehensively solved them, so long that I've needed to ask in the list once or twice only. And not, english is not my first laguage. So please, try to get the whole concepts and leave the details for later, and do not (please, please) try to get every detail from the start.
