But, as Gavin just replied about the txi-ru case, how does it know what
font to use? There's nothing in the engines that will automatically
switch to a font XYZ with Cyrillic support when it sees a Cyrillic input
character, in any encoding. (Nothing in our work in texinfo.tex along
those lines ever came to fruition, as far as I know.)
There are txi-ru.tex and txi-uk.tex files distributed with Texinfo
for Russian and Ukranian translations respectively

You could also use the LaTeX output from texi2any with the --latex
option and then convert the output to PDF.
Yes. Then it would hopefully work to add (for example; there are other
methods):
\usepackage[T2A]{fontenc}
\usepackage[russian,english]{babel}
to the output and get reasonable output. I think using LaTeX is a much
more general solution.
