Maybe the process doesn't use that file, I cannot claim that I really know this for a fact. Take a look at etc/refcards/Makefile in the Emacs source tree, you will see there how we do that. I see that the source is in TeX, not Texinfo, so I guess you are right. But at least ptflatex produces PDF in Russian, as that Makefile seems to imply.
