You may want to try out Governer <https://github.com/carpeliam/governor>. It was mentioned on the last episode of the Ruby5 podcast (http://ruby5.envylabs.com/episodes/180-episode-177-may-24-2011/stories/1590-governor). I never tried it out myself, but it sounds good. Good Luck!
