Sorry, correction to the "empty directories": I meant that under the http://localhost:60000/default/users/siteuser, it's empty. Is a directory name all it needs for users and roles?

Did I understand you correctly? You copy the users & roles using datacopy, and then the actual ACL's using the ACL copy tool.
