It may seem empty but if you look at the properties you'll find its username and password.

An empty repository (even uninitialised) should have the nodes siteuser & root in /users, root in /roles and a dozen or so nodes in /actions. Did I understand you correctly? You copy the users & roles using datacopy, and then the actual ACL's using the ACL copy tool.
