It may seem empty but if you look at the properties you'll find its username 
and password.

directory name all it needs for users and roles?

They should not be empty, I can't even see how they could be empty if
you're logged in. An empty repository (even uninitialised) should have
the nodes siteuser & root in /users, root in /roles and a dozen or so
nodes in /actions.

I'm not sure why you don't see them, but there are definitely collection
type nodes there if you have a repository running and are logged in in
some way.

You copy the users & roles using datacopy, and then the actual ACL's
using the ACL copy tool.
