Always, Always, Always pH your buffers when you make them and adjust them properly. If you do not you will NEVER know if your buffer is really at the pH you think it is. You can't pour out 10 liters of water exactly the same every time. You can't be sure the factory weighed the salts perfectly every time. It is just a bad idea to assume these things are right and blame variations on the pH of the water expecting unbuffered water to be a constant.
