What are you using to serve tiles? mod_tile?

I wouldn't worry about restricting tile rendering, at least now as a blocker. 
Unlikely anyone would browse enough to fill up significant disk. And can simply 
monitor disk usage, if it starts to creep up, just dump the tile cache.
