That looks like quite a minor fault. If you know the data in the cadastre you will know that some properties do appear as many parcels: my Uncle's house consists of 5 parcels and I find it more or less impossible to interpret the cadastral data for his village even with decent imagery.
At the time of the discussion there was a lot of data being simply transferred from the pdf vectorized data to OSM. That sample just popped up scanning the list archive, but I could not find any links to the actual process of creating the data. I am convinced that there was a link along with the explanation of the sort of things that complicated the process. Material that I'm sure would be helpful ...
