Seriously, I don't think it's possible to do more than just suggest to people places where conversations might take place. As an OSM DWG member I often have to try and figure out where a certain community does most of its conversation, and they're pretty variable. Some use mailing lists (some on openstreetmap.org, some elsewhere) some use forums (again either forum.openstreetmap.org or elsewhere), some use Facebook, some Google+ (!) and some I'm sure others.

"http://forum.osm.org"; and "http://help.osm.org"; do have one advantage over the others in that they use existing OSM credentials. If Reddit works for people, they'll use it. If anyone wants to add an OHM section to the forum then perhaps ask at http://forum.openstreetmap.org/viewforum.php?id=8 ? Likewise I'm sure OHM questions asked at the help site and suitably tagged would be answered.

I wouldn't expect a huge amount of traffic though, since OHM doesn't yet get a huge number of edits (if I look at the "history" tab over England it goes back 4 months).
