Hi Jacob, welcome to the list! The main activity of the list currently is mainly around OpenHistoricalMap.org http://www.openhistoricalmap.org/ which seems to be aligned with your interests. You can find more information about it on the OSM WIki http://wiki.openstreetmap.org/wiki/Open_Historical_Map and there are a few presentations about it on the net too. Essentially it's the OSM stack with historical data and a simple start_date and end_date model.
Also, you can browse the archives of this list https://lists.openstreetmap.org/pipermail/historic/ to see some other discussions that takes place.
