After discussing with Ashish offline, we think it is due to fact that Prasad
changed the order of directory move and metastore.
Unfortunately, users can wait on both hdfs partition creation and partition
creation, and we need to do perform 2 in some order while doing a load into.
Prasad might have some ideas on this
