Assalamu alaikum wa rahmatulahi wa barakatuhu,

A research project has begun which is looking to survey the financial needs
of the muslims globally. Due to many restrictions, and legal complications
for estblishing a 'muslim' bank in the non muslim countries it has been
suggested that an 'Internet Bank' be set up to cater for the needs of the
muslims.

The project is fairly complex and requires considerable support before it
can be launched with a target of establishing the network within 12 to 15
months.

I have been asked to collectthe following information. Please forward this
email to ANYONE, ANYWHERE in the world. Should this project be successful
facilities will be available to anyone who has a telephone, or access to the
internet.


Questions
----------

1. Which country do you live in?

2. Do you have access to any form of Islamic financial products e.g. current
accounts, mortgages if so, which?

3. If an internet bank is to be set up would you be willing to participate?

4. Which of the following basic products would interest you?

a. a deposit account - an account to hold your money

b. a saving account - holds your money but invests a portion of it in halaal
businesses dividing returns between you and the bank

c. an investment account - holds your money and invests it all in halaal
businesses dividing returns between you and the bank

d. insurance - based on the model on offer by 'Takafol' part  of Dar al Mal
al Islami (Geneva)

e. mortgages - based on the model on offer by 'Manzil' part of the United
Bank of Kuwait (London)

f.. credit card -  based on Qard al hasana (loan of goodwill) e.g. a short
term (interest free) temporary loan repayable over a period of 2/3 months
with a maximum value of for example 15% of your income

5. A nominal subscription fee will be required annually e.g. 15/20 USD to
allow for the facility would you be prepared to meet this cost?

6. Given the nature of the investment and savings account it is possible to
make a loss on your deposit/participation. Will you be prepared to accept
this loss? {Please note that the elementwhich makes these accounts 'halaal'
is the participation in risk although every effort wll be made to scrutinise
the banks investment policy)

7. A zakat fund  (as well as sadaqah fund) will be established to mobilise
financial resources in moments of crisis - usually where the muslims are in
need of URGENT help - or to support community projects for the needy.
Accordingly all accounts will be charged on a self assessment basis. Will
you have any objection?

9. The focus of these investment and savings accounts will be in small to
medium enterprises. Accordingly expenses will be high and only the most
qualified staff will be taken on board. To encourage professionals to join
this scheme e.g. investment bankers (muslim or otherwise) we will be
required to match industry wage levels. Do you have any objections?

10. Any other comments you wish to add.


There wil be a team of well respected scholars supervising the bank and its
operations. It is planned that exposure to interest bearing transactions be
minimal if not non existant. This project can only succeed if the muslims
work together. Many Allah guide us all, ameen.
