The Strange Economics of Mahathir

Malaysia's economic policy is unique in the world. No one would contest
this. Many have given Mahadir good marks for his courage in pegging the
ringgit to the US dollar.  Whether this will result in a painful
re-alignment in the future is anyone's guess.

Mahathir has other interesting economic concepts which are worthy of
note. His concept of development includes the building of huge
mega-projects with public money and then to give these to relatives,
supporters and those willing to "donate" sizeable shares to his
assignees. He is willing to accept large "consulting fees" for his
support and continuing patronage. Patronage generally extends to
immunity from prosecution for personal felonies. This is a form of
reward which both promotes loyalty and insures political allegiance.

A novel concept, perhaps a unique one, is to turn over the taxing
authority to private parties. Every government operates on money raised
by taxes on the public and the economy generally. This source of revenue

is the one stabilizing factor in operating any government. The people
naturally wish to know how the money is spent, if it is spent wisely,
and if any of the revenue is being taken by their trusted servants for
personal use.

The responsibilities of governance must be accompanied by sufficient
authority. However, the people have an interest and a right insist that
authority given not be misused or abused.

There have been no precedents for a government to relegate the
collection of tax revenues, approved for government operations, to
private parties. The potential for abuse and misappropriation is too
great.  In addition, the people have no representation in the amount of
the tax nor in the accounting of it.

Mahathir plans to turn the collection of road and license fees to a
private company without any oversight or accountability. The authority
to do so is not apparent.  The interests of the public are not
considered, nor is any advice or consent desired. For the people of
Malaysia to passively submit to this infringement is an indifference
difficult to explain.
