I know back when I was developing HL1 mods, I used two computers to debug
all of the time.  It's hard to even use bots to debug everything because
sometimes you need them to do something specific like say, shoot a
particular body part, and maybe they do it, maybe they don't.

I tend to think that guess is accurate on Valve's current strategy.  But I
really don't see what the harm in allowing only two connections with the
same CD key.  That's not going to be an exciting LAN game.  And possibly
allow only the special condition, only works if one of the
duplicate CD keys is the host?  That way there's at most one set of
duplicates, assumedly the mod developer.  The idea is to put a kibosh
in LAN party piracy without throwing a wrench into the debugging that mod
devs have to do.
