You grasped the situation quite well, everything older as Source 2009
isn't able to read the VPK files, so if you need the content then you'd
either have to extract the content of the VPK files and include it with
the mod, or move to Source 2013.

I wouldn't say it's impossible that there is another way but for now
that's all you've got...
