Downloading maps from a HLDS server seems to work until suddenly all clients
"freeze" for one or two seconds.

Why is this?  It is because of server memory?  Is it the port? I mean, I got
all the bandwidth to burn and I just don't understand why Valve hasn't
enabled us the FTP ability (like Tribes servers do) when clients are
downloading maps.

For instance, there should be a cvar in the server.cfg file as something
simple like this:

ftp_server 209.0.0.0

And then at anytime if a client has to download a map, it downloads from
port 21 through an FTP setup and not the game.  This is so important for 3rd
party maps, and could bring new horizons for Valve if they fix this problem.

I'm surprised that AdminMod hasn't written any code to this, to intercept
the downloading of maps for FTP functionality.  A plugin like that is
needed.  Is there such a plugin?  That would be so cool.
