The installer checks to see if you have Counter-Strike installed and won't install the mp.dll file if you don't.
For example: If you point to your Half-Life folder, the installer will check in Half-Life/cstrike, which is where Counter-Strike (mod) would be installed. If Counter-Strike is installed, a new cstrike/dlls/mp.dll file will be installed. Otherwise, the installer will skip installing the mp.dll file and will only install the new HLTV files.
