Based on what happened with the CZ preload, you can extract files, but if
you try opening them they'll just contain garbage.

I've just tried with my gcf and it can be extracted without problems, so
Valve
didn't encrypt i (at least mine isn't).

BTW there are only materials, maybe they are usefull for mod developers.
