When hlds or a listen server is started, it sends and outgoing packet using local port 27015 (assuming you did not manually change this). If the port is not forwarded to the box, it will get translated by the router, so that it presents a different port number to the outside world. What a some people do not realize is that you do not need to forward any ports at all to run a HL server. Forwarding 27015 merely lets others join your server using that port. The master list and therefore the Steam game browser (and Kali and others as well) know what port your server is on, and will make the connection to the proper port when they try to join.
Therefore, even if you don't have any ports forwarded, if you router/firewall allows outgoing ports to be open, all you have to do is start hlds or a listen server, and people will see it and can join it. AFAIK, this doesn't have anything to do with NAT Transparency.
