That's a different bug. These players have a legitimate STEAMID. I'm not 100% sure, but I'm thinking the SteamID you get is linked with your account, not your key - the key just grants you access to the content...right?
Not really sure, but all the same, STEAM_ID_PENDING is an unverified user, you usually get it on listen servers where the host ID isn't verified.
