That's a different bug.  These players have a legitimate STEAMID.

I'm not 100% sure, but I'm thinking the SteamID you get is linked with
your account, not your key - the key just grants you access to the
content...right?

Not really sure, but all the same, STEAM_ID_PENDING is an unverified
user, you usually get it on listen servers where the host ID isn't
verified.

With this thing, the user gains a legitimate STEAMID without entering a
CD key.

I've had players on recently with "STEAM_ID_PENDING" that have been
playing for over 2 or 3 map changes (DoD server).  I haven't been
following this thread 100%, but exactly what does the server/admin see
with these players on?
