Because now and then people screw up and can do silly silly things, like saving the password on a piece of paper stuck to their monitor where their little brothers and friends see it. And because they have one password, they have complete access to your box, not a limited set of access that is appropriate for admining a server.

And because there's been one (two?) exploits that granted an attacker a
(root?) shell if they had the rcon password.
