There are 3 causes of this that I know of.

One is a code bug related to multiple servers starting up around the
same time on a single machine, we have a fix in testing for that.

One is caused by the backend servers being down for maintenance or
updating. Our work on the new Friends is causing frequent updates (as
part of our deployment and testing), if you startup during that time
your server will say it is insecure. We are working on code changes to
better expose the backend connection vs. secure status in the console,
and are also working on improving backend server availability.

The final cause is due to local configuration problems, in particular
firewalling of the Steam ports. Our support site contains details on the
ports you need to expose. If you generally connect to Steam on your
server correctly then this is most likely not your problem (but when
setting up a new server then this is the most common problem).
