I would imagine that all runtimes would be installed by Windows or if not downloaded as part of the srcds setup, plus if the files weren't installed I would expect the server to fail to start completely. But its running for a period of time and then crashing with a runtime error, suggesting either memory issues as already suggested (im going to check later) or something un-usual with my windows install or a bug in srcds that doesnt seem very common :(
