I'm going back a while but that option in steam where it asks you what your internet connection is is best set to your upload speed. That setting is used when pinging the servers around you to ensure that not too many are pingged at the same time if your connection cannot handle it.
What happens however is that most people set it to 2MB+ when (certainly in the UK) their upload speed is more likely to be 256K. Therefore too many servers get pinged and the reply back takes longer than it would if that server would have been pinged individually.
