To be honest, I've found that it's best to leave it at the full 24 slots and no reserved slots. I just instruct my clan to go into TF2 then connect rather than connecting from the Steam client. We leave our TF2 client on autoconnect....even at peak hours...and we'll get on within 5 minutes because the turnover of players is quite high for TF2, so there's no need to kick people for the sake of 5 minutes that's used to make the refreshments!
