I'm believing it's an issue related to something the clients have set OR
some network hiccup between them and server.

And I found an issue. Every Since Valve released this new cvar.

For some reason i have though this was related to all rate settings.

I have been telling people it doesn't matter what you have your rates
set
for because the server would temporarily adjust them to meet minimum
server side settings.

I think i may have been wrong here. That cvar only affects cmdrate..
Right?

the client CAN adjust there rate and update_rate independent to what the
server has set. Being they are within the minimum/maximum.

Is this correct?
