Only your client needs sv_cheats 1, not the server; using it there should not affect the sv_cheats status of the server. Although I do not know for sure, setting it on the client might modify the server's sv_cheats if you are hosting it locally, but those cases should not require you to select a specific IP.
That is to say, it is perfectly safe to use it with more or less any server, and should also work with any server, regardless of its sv_cheats status.
