Setting cl_timeout on the server won't change anything. You'll want to
instruct clients to set cl_timeout to longer than the map changes take. For
example, if when the timeout bug happens it takes 3 minutes to change map,
set the timeout to 4 minutes (cl_timeout 240) so that you'll be fine. You'll
want to set sv_timeout to this value as well because the default is
somewhere around 75 and leaving it will cause people to get booted by the
server.

The drawback is anyone who has legitimately timed out will now waste space
for 4 minutes if you set the higher sv_timeout value.
