Like I said, I tried that and using the basic convars it wasn't kicking over
the standard 80fps.

I would prefer not to use outside apps to do this; has anyone successfully
run high fps servers on Win7 without using 3rd party tools?

Windows 7 does 1K fps. You can run media player in the background if you
don't wanna use one of the other apps.
